Fellowship of Christian Peace Officers (Canada) and the Bluenose Chapter welcome you to Nova Scotia's beautiful South Shore for the 2011 National Conference and Convention.

While the face of modern police work bares little resemblance to the beats walked by our forefathers, this year we remember those great brothers and sisters in Christ who have built the foundations on which today's law enforcement rests, and dedicate this year's gathering to the Glory of God and in memory our good friend late Toronto Police Staff Inspector Jim SNEEP.

Keynote Address


Cheif Superintendent
Ronald Mostrey
RCMP

Chief Superintendent Ronald Mostrey is the Director of Organizational Priorities and Strategy Management at RCMP Headquarters, Ottawa. He has been instrumental in implementing performance management (using the balanced scorecard) in the Royal Canadian Mounted Police.

Ron has 31 years' service with the force. Most of his service has been operational, working at various detachments in Alberta. He worked in undercover drug enforcement operations throughout the 1980s, returning to uniformed duties, in the 90's as a Detachment Commander.

Ron was very active in community policing and championed many innovative community policing initiatives. In 1997, he was commissioned and seconded to the Department of Justice, where he worked for two years as a Senior Advisor on Canada's National Crime Prevention Strategy.

He studied Public Administration at Athabasca University and hold a Masters of Business Administration (MBA) from the University of Ottawa, as well as certificates in Criminology, and Crime Prevention and Restorative Justice. Ron holds the HR designation Certified Professional (IPMA-CP) and is a member and Fellow of the Canadian Institute of Administrative Managers. A long time FCPO member we are honoured to have him as our keynote speaker this year.

RCMP Chaplain
Chairman of the Congregational Christian Churches in Canada

Bill has recently retired as pastor of Emmanuel Congregational Christian Church in Middleton where he has served since the church was founded in 1994. He obtained is B.A. from Prince of Wales College (UPEI), his M.Div from pine Hill Divinity Hall, (Atlantic School of Theology) and Ph.D. from New College, University of Edinburgh along with numerous extension courses through UPEI and has taught at Acadia Divinity College. Since ordination he has served in Scotland, PEI and NS and is currently Chairman of the National Board of Directors of the Congregational Christian Churches in Canada. Bill is an approved evangelist serving this capacity at events locally, Ontario and the U.S.A.

While pastoring in PEI, Bill served eight years in the Legislative Assembly of Prince Edward Island and was Deputy Speaker for several of those years.

He has served with the RCMP "H" Division Chaplaincy program since its inception; was involved in the Swiss Air disaster working at Shearwater as well as with local detachments for NOK notification and debriefings following traumatic incidents. His chaplaincy has enabled him to be called upon for critical incidents and other events at the local level.

The focus of Bill's ministry has been to equip Christians to take the church into the world, sharing the Gospel through community involvement.

Glenda Malina, M.A.
Wellspring Counselling
S⁄Sgt (ret) Edmonton Police Service

Glenda Malina is a retired Staff Sergeant (26 yrs) with the Edmonton Police Service. During that time she has gained extensive experience in the areas of criminal victimization including family violence involving spousal violence, child abuse, and elder abuse issues. She also has years of supervisory experience and an interest in organizational behavior and structure. Glenda also has experience working as a compliance advisor with Standards and Evaluations Review Team with the office of the Solicitor General and Public Security and as an investigator for the Office of the Commissioner of Canada Elections and the Office of the Alberta Chief Electoral Officer

After retiring from the Edmonton Police Service, Glenda completed a Bachelor of Psychology through Athabasca University and a Master of Counseling through Campus Alberta, before registering as a psychologist. She is a member in good standing with The College of Alberta Psychologists, the Psychological Association of Alberta and the Canadian Psychological Association. Her business experience includes the City of Edmonton Assessment Review Board, a quasi-judicial board making decisions on Municipal property assessment, the last two as the Chairman of the Board. A longtime FCPO member and past National President, Glenda is a busy parent with three young adult children. Her insights will be a great blessing to our conference.



Superintendent
Donald MacLean
Halifax Regional Police Service

Superintendent Don MacLean began his policing career after graduating from the Halifax Police Department Visible Minority Cadet Class in 1993, spending the majority of his career in the Patrol and General Investigation Sections.

Don was promoted to Staff Sergeant in 2005 and made East Division Commander in 2007. With his promotion to Superintendent he became the first Black Commissioned Officer in Halifax police history. He has been heavily involved in efforts to create a diverse police force for the HRM. He was Recruitment Team Leader for 2003-2007, and was appointed the first Halifax Regional Police Equity and Diversity Officer in 2004. In these roles, Supt. MacLean has developed and delivered extensive training in diversity related matters in the policing environment at local, national and international venues. Supt. MacLean is currently the officer-in-charge of East Division, which encompasses the former City of Dartmouth, and the Public Safety Unit.

Supt. MacLean's experience and expertise will broaden everyone's outlook on police management.
